ADM’s vision, mission and values were reviewed during a strategic planning session held October 2012 and amended and approved as follows:

The Mayor of Amajuba District Municipality


So young, determined, focussed yet committed to community development, Cllr Jabu Khumalo umaMkhwanazi born and raised in Madadeni Section 3 on the 27 February 1975; by Mr. Bangelabani Nehemiah and Mrs. Sizakele Angel Mkhwanazi with her siblings; two sisters and two brothers (all younger than her). Married to Mr. Linda Khumalo and blessed with a wonderful family one girl and two boys.

She started her primary education at Khulakahle, then Zabalaza Higher Primary and matriculated at Sekusile High school in 1992. In 1998 she enrolled for Para-Legal Diploma, obtained Public Management Diploma at the University of Pretoria in 1999. In 2001 she did Project Management and is currently studying with UNISA for B Uris (Law Degree).

Her political involvement dates back from 1989 whereby, she was a COSAS (Congress of South African Students) member till 1992. 1993 to 2010 a member of African National Congress Youth League (ANCYL).1994-1995 tasked to be a member of an organizing, recruitment committee for South African Democratic Teacher’s Union with the Buffalo Flats Branch. Became a member of African National Congress - Madadeni Branch in 1997 where she accepted with pride, a position of being Branch Secretary from 1998 to 1999. From 2000 to date, Cllr Jabulile Khumalo is a member of the Regional Executive Committee of Emalahleni Region. 2000 to 2003 deployed as a Councillor at Newcastle Municipality and Amajuba District Municipalities whereby she served as a Chairperson for Planning & Development Standing Committee. In 2003 to July 2004 she became uThukela Water (Pty) LTD Non-Executive Director. She is currently the regional secretary of the ANC Women League Emalahleni and she is serving a second term as the ANC Regional Deputy Chairperson.

Apart from her intensive political involvement Cllr Jabu Khumalo has community development at heart. She is involved on a number community development programmes dating back in 1996, a Secretary of Ward Committee, Treasurer of the Newcastle East Development Forum, Coordinator of Sinothando Home Based Care.

In her working career she was exposed to development facilitation and community capacity building. In 1994-1995 she was an educator at Malambula High School. Worked as a Development Consultant for IDBS from 1996-1999 and also a Paralegal officer in 1999.

Cllr Jabu Khumalo has been serving as a dedicated councillor at Amajuba District withstanding political landscape with endurance and maturity from 2000 to date. In 2006-2007 she was elected Deputy Mayor at Amajuba District Municipality.

June 07- 2011 marked a new dawn in her political career and personal development where she was elected and charged with responsibility of being at the helm of the organisation as Amajuba District Mayor.
